In layman’s terms, Project ROME is a modding toolkit that will be made available to creators around the world. By using this toolkit, it will be possible to create one’s own experiences in the game.

While there is no confirmation on whether the Rockstar will officially announce Project ROME in GTA 6, one thing’s for sure: it’s going to happen soon. Here’s everything you need to know in this matter.
GTA 6’s Project ROME Might Be a Transformative Move for the Industry
Throughout these years, players have been using custom mods through third-party websites to enhance the environment, elements, and mechanics of GTA games. However, with Project ROME, it’s all going to change. With this in-built framework, players will be able to create new experiences within the game by reshaping game spaces or adding custom assets in a legal (sanctioned) way.
It was previously reported that Rockstar is seeking help from third-party Fortnite and Roblox Creators to create custom experiences using their Project ROME in GTA 6. While the reports aren’t official, it seems like Rockstar is engaged in an open-ended conversation with the creators.
