One Punch Man season 3 is set to completely adapt the Monster Association arc of the manga. Their goal is to strike fear in the minds of humans, kidnap hostages who are vital to the Hero Association, and transform powerful humans into monsters to bolster their strength.
The Monster Association has an entire hierarchy based on disaster level. Gy Gyoro assesses each member and assigns them a level. At the very top is the leader, after which come the executives and associates, followed by middle management and the treasurer.

God: God is a mysterious being who appears in different forms to different people. He can bestow powers on others and keeps his existence a secret. He is the one responsible for the strength of the Homeless Emperor, the fusion of Orochi and Psykos, and even Garou. He can not only empower but also control several villains.
Orochi and Psykos: Orochi and Osykos are the two leaders of the Monster Association, and in their regular forms, they were defeated by Saitama and Tatsumaki. However, they merged to become one being, which increased their powers a lot. In this form, the fused being was able to fight on equal grounds with Tatsumaki.

The Final Villain of One Punch Man Season 3: Garou
Of course, the villain that everyone is awaiting is Garou, the closest thing that Saitama will receive to a rival in season 3. He isn’t just another villain, but one who rejects the hypocrisy of the Hero Association. Garou is a martial arts prodigy who is trained by Bang and later evolves to become so powerful that even S Class heroes are no match for him.
Garou holds a personal vendetta against the Hero Association due to a childhood bullying incident. The Saitama vs Garou showdown is the fight of the century.
